W-2 code TT: State daily overtime (California and others)

Short answer: Overtime owed only because of state law, such as hours over 8 in a day, is not code TT. Only hours over 40 in the FLSA workweek count, at half the regular rate.

Example
Four 10-hour days make 40 hours with 8 hours of California daily overtime. The week is not over 40 hours, so code TT is $0. If the same employee works a fifth day of 6 hours (46 hours) at $25, code TT is 0.5 × $25 × 6 = $75, whatever daily overtime California also required.
